Welcome to the San Clemente Little League Safety and Little League SAFE webpage.
Starting 2026 Little League has implemented a new standard for safety across local leagues, reducing injuries and strengthening volunteer readiness called
SAFE. This replaces the previous safety plan set under Little League ASAP (A Safety Awareness Program).
You can view our current
Safety Plan for all parents, players, coaches and volunteers for San Clemente Little League.
Background Checks and Training Requirements
Managers and Coaches need to complete 4 safety tasks; current Live Scan, annual JDP background check, annual Abuse Awareness training, and the new annual Safety Awareness training. This qualifies you under CA law to supervise our players and meets the Mandated Reporting laws. Please note; there are 2 coaches required with the team at all times or 1 coach with a qualified Mandated Reporter.
Assistant Coaches who are parents who like to help out from time to time and can assist with the 2 coach minimum law with players at all times, only need to complete an annual JDP background check, and annual Abuse Awareness training. This also qualifies you as a Mandated Reporter. However, according to CA Law, if you are participating more than 16 hours a month or 32 hours for the season, then you are acting in the capacity of a supervisor of our players. Therefore you need to complete the same 4 tasks as a coach.
Team Parents who are not directing players, which is typical in the upper division, only need to complete an annual JDP background check, and annual Abuse Awareness training. This also qualifies you as a Mandated Reporter.
Team Parents or Any Parents who are helping the manager and coaches regularly with the players on the field, in the batting cages, or in the dugout you are supervisor minors as a coach!! You must complete the same 4 tasks as a manager/coach. This allows you to supervise players as a coach.
Field Prep and Umpire parents only need to complete the annual JDP background check, and annual Abuse Awareness training since they are a volunteer on the field and not directing players. This also qualifies you as a Mandated Reporter.
Pitch Counter, Game Scorer and Snack Bar volunteers currently do not need to complete any background checks or safety training since they are not in direct contact with players and are not performing tasks on the field. You can not supervise players, only coaches. See Mandated Reporter below if you like to assist on the field.
Mandated Reporters are required to meet the "Rule of 2" AB 506; 2 adult person rules with players at all times. All coaches are Mandated Reporters. If you have a JDP background check and completed the annual Abuse Awareness training, you can assist a safety qualified coach, but not be in charge.

Volunteer's Background Checks
There are 2 different background checks. One required for coaches by California and the other for all Little League volunteers.
Little League JDP Background CheckIn accordance with Little League National, all volunteers must complete a background check via JDP. This is an
annual requirement by season and is only completed online through the registration portal, Sports Connect. Each volunteer must register in the portal as a volunteer for the Spring 2026 season, answer the questionnaire and upload their driver’s license. Any other government ID will not suffice. I will order your online JDP background check, and you will receive an email from JDP directly. Make sure your spam filter does not block out this email address from JDP;
automation@instascreen.net.
California DOJ Live Scan
In accordance with CA AB 506 Bill, any of our SCLL coaches and those who assist the coaches with our players must have a Live Scan background check and complete Mandated Reporter (Abuse Awareness) Training. The Live Scan background check only needs to be done once but it must be completed for the SCLL organization. Any other Live Scan background checks for another organization will not be accepted by law. You can go to one of the 2 Live Scan offices authorized to perform this background check for SCLL and at no cost to you. Go to our Live Scan webpage for more details.
If you have completed a Live Scan with SCLL from a previous season, we have it on file. Only new managers, or coaches need a Live Scan.
