Message from The Chief Umpire

Hello SCLL managers, coaches, and families!

My name is Rob Magee and along with being a San Clemente Little League parent, I'm on the Board as the Chief Umpire and Vice President. As you are all by now well aware, SCLL can't function without a cadre of volunteers at a myriad of positions, specifically, umpires. It is my goal to provide the necessary training and information to all of the volunteers so that we can provide our kids with the best learning environment possible. As an umpire you are responsible for the management of the game and to be the biggest advocate for good sportsmanship on the field. We want our players to compete at a high level throughout each of the divisions and our umpires play a major role in that success. Thank you all for volunteering your time both on and off the field!

Division A: Umpires cover their own child's games unless the position is filled using Stack Officials. No points will be necessary to fulfill for Single A. The visiting team provides a plate umpire, the home team provides a base umpire. Must have 2 umpires to start a game and all potential umpires still need to be trained and have a background check. We are working hard to provide Junior umpires to get experience as the plate umpire but as the manager, you need to make sure the games are covered.

Divisions AA-AAA-Majors: Team points are determined once the teams are formed and the amount of games has been established. Each team will be required to obtain points to cover the base umpire position. The plate umpire position will be covered by SCLL but if no umpire shows up or is not scheduled, it is the managers responsibility to fill that position. It is imperative that managers find umpires to cover their games so that SCLL will not have to enforce any penalties as stated in the SCLL local rule book.

Umpires Responsibilities 

Before a game starts, the umpire shall: 

●     Check equipment in dugouts of both teams, equipment that does not meet specifications must be removed from the game.

●     Make sure catchers are wearing helmets when warming up pitchers.

●     Run hands along bats to make sure there are no slivers.

●     Rule 1.1 Check bats to ensure it meets USA Baseball Bat standard (USABat) as adopted by the Little League.

●     Make sure that bats have grips.  Make sure that there are NO WHITE BATS.

●     Make sure there are foam inserts in helmets and that helmets meet Little League NOCSAE specifications and bear Little League’s seal of approval.

●     Inspect helmets for cracks.

●     Walk the field for hazards and obstructions (e.g. rocks and glass). Check players to see if they are wearing metal cleats.

●     Rule 1.11 (3) Any part of the pitcher’s undershirt or T-shirt exposed to view shall be of a solid color.  The pitcher’s undershirt sleeves, if exposed, shall not be white or gray.  Neoprene sleeves, if worn by a pitcher, must be covered by an undershirt.

●     Make sure that all playing lines are marked with non-caustic lime, chalk or other white material easily distinguishable from the ground or grass.

●     Secure official Little League balls for play from both teams.

●     Use the FIELD SAFETY CHECKLIST to document that all of the above was carried out. 

During the game the umpire shall: 

●     Govern the game as mandated by Little League rules and regulations.

●     Check baseballs for discoloration and nicks and declare a ball unfit for use if it exhibits these traits.

●     Act as the sole judge as to whether and when play shall be suspended or terminated during a game because of unsuitable weather conditions or the unfit condition of the playing field; as to whether and when play shall be resumed after such suspension; and as to whether and when a game shall be terminated after such suspension.

●     Act as the sole judge as to whether and when play shall be suspended or terminated during a game because of low visibility due to atmospheric conditions or darkness.

●     Enforce the rule that no spectators shall be allowed on the field during the game.

●     Make sure catchers are wearing the proper equipment.

●     Continue to monitor the field for safety and playability.

●     Make the calls loud and clear, signaling each call properly.

●     Make sure players and spectators keep their fingers out of the fencing. 

After a game, the umpire shall: 

●     Check with the managers of both teams regarding safety violations.

●     Report any unsafe situations to the Safety Officer by telephone and in writing.

Upcoming Clinics

All umpires are required to be trained every year. The Spring 2025 umpire training clinics will be January 7th and January 29th in San Clemente. This is a combo clinic that will cover mechanics and rules. If none of the dates listed below work for your schedule, please look at the District 68 Little League web site for other towns offering classes. We highly encourage you all to attend the District 68 clinics for the best training possible.
